How do I layout a new website?

 The best way is to create a storyboard to show how you want the website to look. Turn a blank sheet of paper to landscape view (to represent the shape of a computer monitor) and name the page (Home e.g.), in the upper corner. Mark where you want your logo, buttons, images, text, etc. to be placed on the page. Repeat these steps for each page. When finished, give the layouts, images, text, and notes to a web designer to get a realistic idea of what it will cost to make the website.

You can get a domain name for $9.00 a year or lower from a registrar on the trusted ICANN-Accredited Registrars list at http://www.icann.org/registrars/accredited-list.html.
It's best to use a domain name registrar that is not owned or operated by your hosting service or web design agency.
